The Country has low HIV prevalence. But, behavioral studies show that those at most risk of HIV transmission engage in high-risk behaviors. For this reason, HIV prevention services need further expansion, with a focus on improved access and quality.

Through the UN Theme Group on AIDS and the Joint UN Team on AIDS, UNAIDS and its co-sponsors continue to provide support to increase the national capacities to address HIV/AIDS through a coordinated response and implementation of the Three Ones principle:

  • One agreed HIV/AIDS Action Framework that provides the basis for coordinating the work of all partners.
  • One National AIDS Coordinating Authority, with a broad based multi-sector mandate.
  • One agreed country level Monitoring and Evaluation System.

Involved are the head of agencies of UNDP, UNICEF, UNHCR, WHO, IOM, UNIFEM, UNFPA and WB.
